FRS/GMRS two-way radios (the kind sold as walkie-talkies) work independently of cell networks and can communicate over distances of several miles in open terrain.
For households where members might need to communicate within a neighborhood or campus-sized area during an emergency, they're a practical tool. For most urban or suburban households with a solid family communication plan, they're optional.
